Staff Spotlight: Phil Torrey

Phil stands with arms crossed smiling at the cameraPhilip Torrey is the Managing Attorney for the Harvard Immigration and Refugee Clinical Program, the Director of the Harvard Crimmigration Clinic, and a Lecturer on Law at Harvard Law School.

Phil’s interest in immigration began when he worked at an immigration clinic in law school. There, he represented a woman from the Democratic Republic of the Congo in her asylum case, and this work sparked his dedication to fight for immigrants’ rights. After graduating law school, Phil joined a large law firm, working as a corporate litigator, but continued to feel compelled by immigration law. While at the firm, he worked with Greater Boston Legal Services (GBLS), which he loved, and this eventually led him to leave his job at the firm and volunteer at GBLS. From there, he transitioned to his position at Harvard.

Phil specializes in crimmigration, which focuses on the intersection of immigration law and criminal law. Although these two systems of law are currently intertwined, Phil argues that they should be completely separate and that, when we conflate the two, it causes damage on an individual and a societal level. Because of this, Phil works to try to separate the immigration and criminal law systems through case work, appellate litigation (generally around crime-based grounds of removal and criminal bars to certain kinds of immigration relief), and education.

Although Phil notes that wins in his field are, unfortunately, “few and far between,” he explains that those rare victories motivate him to keep fighting. He also stays grounded by spending time with his young children, playing basketball, running, and hiking.

Phil appreciates the kind of relationship-building that his job allows him to do. He particularly loves working with students, who he feels consistently come up with unique ways to approach problems. He also derives much satisfaction from being able to work with clients; he feels that it’s essential to give his clients the opportunity to be heard, no matter the outcome of their cases.

Phil’s deep love for and commitment to his work are evident. In fact, when asked his favorite part of his job, he responded, “My entire job is great.”
